David Dow

President, Dow Construction

Vice President, D&D Millwork


As the President of Dow Construction and VP of D&D Millwork, David Dow is a Class A General Contractor with three decades of construction experience. His focus is project estimating, value engineering and successful project management of all jobs. He is a former US Army Sergeant and Combat Engineer.

David has been successful in the development and ownership of three commercial buildings in the Portsmouth Economic Incentive Zone. These buildings have helped to revitalize abandoned property and the Portsmouth Commerce Park. The companies are headquartered in one of the buildings at 820 Port Centre Parkway.

In his spare time, David’s hobbies and interests include hiking, woodworking and hunting. He also enjoys riding his Harley Davidson.

Marlene Dow

CEO, Dow Construction

CEO, D&D Millwork


As the CEO of both Dow Construction and D&D Millwork, Marlene Dow maintains her Class A General Contractor License, along with the over-sight of the financial responsibilities for the companies and its projects.

Marlene is a LEED AP BD+C, and focuses attention to sustainable projects. Marlene headed the completion of all D&D Millwork submittals and close-out documentation for The Chesapeake Bay Environmental Center, Virginia’s only project attempting both Platinum LEED certification and Living Building Challenge certification. She oversees all LEED projects.

In her free time, she enjoys reading, cooking and gardening. She has served as a Hospice volunteer in the community.

Shannon Shipman

Vice President, D&D Millwork

Vice President, Dow Construction


Shannon Shipman manages the day-to-day finances for Dow Construction and D&D Millwork. She also manages the portfolio of commercial buildings that are owned by the Dow’s. Shannon earned her B.A. from Randolph Macon College and has been with us since 2007, offering our team more than ten years of construction industry experience.

In her free time, Shannon enjoys diving, hiking, adventure travel and her two amazing German Shepherds.

David Wilkinson

Millwork Division Manager


David Wilkinson is a LEED AP BD+C and joined Dow Construction 18 years ago. He has played an integral role in the development of our millwork division. Not only does he bring leadership to our team, but he also brings many years of experience in cabinet building, finish carpentry and general construction. We are very fortunate to have David as a part of our business.

In David’s free time, he is involved with his church, family and riding his Harley.

Sam Lewis

Division 6 Director



Sam Lewis has been in the construction industry for over 25 years and has worked for Dow for over 8 years. After starting in construction with his grandfather, Sam joined the Boston Carpenters Union and completed their Apprenticeship Program. Once Sam received his Journeyman’s Card and moved back to Virginia, he received his Class A Contractor’s License. Sam has OSHA and CPR cards, as well as, certifications to operate a forklift, scissor lift and aerial lift.

Sam oversees the companies’ field employees and projects. His coordination skills make it happen for Dow.

In Sam’s free time, he enjoys spending time with his family, fishing, hunting and spending time in the great outdoors.

Angela Staudt

Project Manager


Angela Staudt has spent the last 15 years on the owner/developer side of the business and brings knowledge and experience to help us continue playing an integral part in ground up construction projects.

As part of the project management team, Angela assists in the planning, scheduling and oversight of projects, as well as, acting as a liaison between our company and our clients.

Angela earned her B.S. from Regent University and in her free time, she enjoys spending time with her family, baking, snorkeling and long days at the oceanside.

Mike Pappenfus

Safety Officer


Mike Pappenfus joined Dow Construction over 4 years ago as a laborer and is now one of our company’s project foremen, as well as, our company’s Safety Officer. Prior to joining Dow, Mike served 16 years as a Navy Hospital Corpsman First Class and 6 years as an Army Infantry Sergeant.

As our Safety Officer, Mike is responsible for managing the safety and certification compliance of our staff members. Mike also holds certifications in OSHA 30/510, CPR Instructor, Fall Protection, Forklifts, and Aerial Lifts.

Outside of work, Mike enjoys spending his time kayak fishing and SCUBA diving.

Shelley Streetman

Assistant Project Manager


As one of our newest additions to the Dow Construction team, Shelley brings over 8 years of construction and commercial interior design experience with her. Shelley not only plays a large role in helping all our general contracting and millwork projects run smoothly, but her experience has become an asset to our company as she helps our customers navigate through interior design/finishes needed in each project.

When Shelley is not at work, she is often found volunteering throughout the community or camping and traveling with her family.
